My site deployment is stuck on Waiting for build to start.... in the sites section. why won't it start the deployment?

TL;DR
Developers need to specify if they are using the Pro or Free plan, as well as the region their project is in. Deployment is stuck on "Waiting for build to start..." in the sites section.
