Can't create account in fresh self-hosted install

Clicking Sign Up shows this in the console: TypeError: undefined is not an object (evaluating 'W.validity')

TL;DR
Developers are unable to create accounts on a fresh self-hosted install; an error occurs when clicking 'Sign Up' related to an undefined object validity.
