Inviting user to organization does not send an email

Hello, I am trying to invite a user to my organization on a self-hosted instance, but the user is not getting the email. Furthermore, when I try to resend, it gets this error: User has already been invited or is a member of this team

Is there a way to manually add this user or am I not configuring smtp settings correctly.
