Activating 2FA immediately booted console user out without the chance to setup an authenticator.

I enabled 2fa on my main account without issues, I was asked to set up an authenticator and it worked perfectly.

But then my team mate enabled 2fa and the second they enabled it, it immediately booted them out to the 2fa screen. No way to setup the 2fa, so there's no code to enter. I thought that maybe they had just fucked up and made a mistake, so I invited a new email, logged in and everything was fine and as soon as I tapped enable 2fa it immediately booted that account out as well. Now these accounts are essentially locked forever.
