I am creating a bucket and add a permissions or update the name on it but it keep saying that "The fike you trying to upload is above the limit allowed to your plan. Upgrade to the plan to increase to higher limit" But when I upload the images i goes through

TL;DR
Developers are experiencing an issue where file size limits are not working correctly, even with higher limits on their plans. Uploading files larger than the set limit sometimes goes through successfully, but updating permissions or file names triggers a message about exceeding the plan limit. Make sure the file size matches or is less than the specified plan limit.

What's the size of your file?

so matter what you set the max file size limit, if the file you are uploading it's greater then limit provided in your plan, then it will not work, it should be either same value as your plan or less.
