TL;DR
Deployment is blocked due to an unhealthy previous build process. Solution: Send a new GIT commit. There is no limit on builds per month in the free layer. Redeploying leads to the same result. The deployment may have failed, try again as deployments shouldn't take longer than 15 minutes. Deployment ID: 65d8e70d64b8017946f0, Project ID: pets.
