and if i manually tried to add tensorflow i get Cannot access offset of type string on string no matter what

Summary

Developers are having issues with TensorFlow support in ML 3.11. The Python ML starter template is missing. Manually adding TensorFlow results in an error "Cannot access offset of type string on string."
