It is similar to my issue, the request is sent despite the invalid user ID and my assigned issue's request is sent despite the presence of an invalid project ID

TL;DR
User closed a previous pull request and created a new one. They found a solution to an issue and requested to be assigned. They also mentioned that the current assignee has been inactive. They noticed an issue with regex validation not working and that the request is sent despite invalid IDs. They provided links to the pull request and the issue.
