Still unable to access the cloud console after the downtime. Please help me.

TL;DR
Developers unable to access the cloud console, even after downtime. One suggested trying incognito mode. The issue seems to be related to a console file download. 
What error are you getting?
Is it happening if you open it in incognito tab?
Did not try in incognito mode. Let me try. Basically it just downloads some console file
