I have a Starter plan but still want to charge a fee.
I had a $30 voucher, cancelled the PRO plan in April, now have the Starter plan but still want to charge.
TL;DR
Developer with Starter plan wants to charge a fee despite having downgraded from PRO plan. 
What do you mean still want to charge?
